Karate teacher gets 5 years for sex assault of teen
Judge had wanted harsher sentence for 'despicable' man
By Rusty Marks
CHARLESTON, W.Va. -- An Elkview man will spend one to five years in prison for sexually assaulting a 13-year-old girl.
If Kanawha Circuit Judge Duke Bloom had his way, the penalty would have been harsher.
"I can't think of anyone who deserves a jail sentence more than you," Bloom told Jeffrey Alan Spangler, 38, at a sentencing hearing Friday. "You should be put away as long as possible. I'm just sorry the sentence can't be longer than it is."
Spangler pleaded guilty last month to one charge of third-degree sexual assault for assaulting the girl he met through a karate class he taught part-time in Mink Shoals. Spangler had known the girl's parents.
Spangler originally had been charged with third-degree sexual assault and third-degree sexual abuse. In a statement from the girl's family, read by assistant prosecutor Fred Giggenbach, the girl's mother described Spangler as a "murderer of innocence."
"I'd like to apologize to everyone who's here," a tearful Spangler told the judge before his sentencing. "None of us should be here today.
"I know what I did was wrong. There's no way I can fix it. But I've prayed for [the victim's father] and his family every day."
Bill Murray, Spangler's lawyer, asked Bloom to consider an alternate sentence for Spangler.
Bloom, however, agreed with the girl's family, saying Spangler had robbed the teen of her youth. "It's more despicable than I can describe," the judge said.
Bloom sentenced Spangler to one to five years in prison, the maximum sentence allowed by law.
Bloom told Spangler he hoped he was denied parole and spends his entire sentence behind bars. He also imposed a $10,000 fine and ruled that Spangler register as a sex offender and be supervised for 40 years after getting out of prison.
"You are not to be in contact with your own children or any other children ever again," the judge said.

Karate instructor to go on trial in sex abuse case
A part-time karate instructor who allegedly had sex with a 13-year-old student is scheduled to go on trial Aug. 9.
Jeffrey Allen Spangler, 38, of Elkview pleaded not guilty to five counts of sexual abuse and sexual assault. He was indicted by a Kanawha grand jury two weeks ago.
Spangler is free on a $10,000 personal recognizance bond.
Kanawha Circuit Court Judge Duke Bloom ordered Spangler to be on "informal home confinement," stipulating he is allowed to leave home only for work and the time he spends between home and work is to be limited. He works as a truck driver for a Dunbar-based company.
Bloom also ordered that Spangler have no contact with minors while he awaits legal proceedings. He was ordered to move out of the home he shares with his girlfriend and her two children.
Bloom said Spangler had to leave that residence Wednesday and could not go to retrieve his belongings unless someone was there besides the minors.
Spangler was a part-time karate instructor in Mink Shoals. His defense attorney, William Murray, said he met the girl through a class and the alleged contact took place in her home.
He was arrested June 4.
