Ex-Internet Crimes Against Children detective pleads guilty to child sex crimes

CHARLOTTESVILLE, Va. - A former police detective and karate instructor pled guilty Tuesday to multiple charges of sex crimes against children. 41-year-old Bruce Arlie Harvey of Reva, Virginia was assigned to the Internet Crimes Against Children Task Force prior to his arrest.
“Harvey abused his positions of trust as a law enforcement officer and as a karate instructor to sexually exploit two of his female karate students beginning when each was approximately 13 years old," said acting United States Attorney Rick A. Mountcastle. "This case shows that child predators infiltrate every aspect of our society."
The abuse lasted several years.
Mountcastle urged parents to always be on guard and remember child predators may flock to jobs that put them in close contact with kids.

"Harvey was every parent's worst nightmare," said Adam S. Lee, Special Agent in Charge of the FBI’s Richmond Division. "A multi-victim predator camouflaging himself in positions of trust. School resource officer. Child exploitation investigator. Karate instructor. Despicable."
While a karate instructor Madison County, Harvey made sexual advances toward the 13-year-old girls, investigators said.
"Harvey engaged in illegal sexual acts with these children after he began giving them private karate lessons and began traveling with each of them to karate competitions and other events at various out-of-state locations, including Ocean City, Maryland," prosecutors said. "At the time of his arrest on May 3, 2017, investigators recovered a Sony microcassette in a bedroom closet that contained a film clip dated February 14, 2007 that showed one of the victims performing a sexual act with Harvey in his Madison County home."
Harvey pled guilty to three counts of transporting a minor across state lines with the intent to engage in criminal sexual acts, three counts of interstate travel with minors with the intent to engage in illicit sexual conduct and one count of possession of child pornography.

According to a release from the U.S. Attorney's Office for the Western District of Virginia, 40-year-old Bruce A. Harvey of Reva was arrested Wednesday morning.
He is facing two counts of transporting minors across state lines with the intent to engage in criminal sexual activity and two counts of interstate travel with minors with the intent to engage in illicit sexual conduct.
The release says the alleged criminal activity involved two minor female victims who had contact with Harvey while he worked as a karate instructor at the Virginia Tong Leong School of Karate in Madison sometime between 1998 and 2007.
According to an affidavit supporting the arrest, Harvey previously worked as a school resource officer at Madison County High School but was removed from that position in 2005 after parents complained he had inappropriate relationships with underage female students.
He was then assigned to the Internet Crimes against Children Task Force, a federal, state and local task force that investigates child predators.
Former U.S. Attorney Tim Heaphy that concerning.
"That to me is troubling that there wasn't more aggressive screening before he was given that responsiblity," said Heaphy.
Heaphy says the fact that so many years passed between the alleged offenses and the charges being filed suggests the victims may not have told anyone before now.
"It suggests that the offenses could have been consensual, but that doesn't matter under the law," he said. "An underage person can't give valid consent to a sexual relationship with an adult."
Harvey made an initial appearance in the U.S. District Court in Charlottesville on Wednesday afternoon and remains in custody.
The investigation is ongoing and being conducted by the FBI and the Virginia State Police.

A deputy accused of sexually exploiting minors is now suspended without pay.
Authorities arrested 40-year-old Bruce A. Harvey on Wednesday, May 3.
Harvey is a deputy with the Madison County Sheriff’s Office, and had been a member of the Internet Crimes Against Children Task Force.
According to court documents, both of the women filed their report with authorities last year. They say Harvey carried on sexual relationships with them while he taught them during different time periods at the Tong Leong School of Martial Arts. The women say the sexual interactions occurred between 1998 and 2007, sometimes in other states where Tong Leong was taking part in martial arts tournaments.
Harvey was already working in law enforcement at the time of the allegations. He spent less than two years working as a school resource officer at a high school in the county school system.
According to legal documents, the sheriff's office reassigned the deputy - taking him off as a resource officer duty - after parents complained he behaved inappropriately around teenage girls.
Federal investigators say Harvey was reassigned to a taskforce that investigates sex crimes against children.
Harvey is charged with two counts of transporting minors across state lines with the intent to engage in criminal sexual activity, and two counts of interstate travel with minors with the intent to engage in illicit sexual conduct.
The sheriff’s office released a statement, saying, “Due to the circumstances, Deputy Harvey has been suspended from duty without pay, pending further investigation.”
The Madison County Sheriff’s Office has not released additional details about Harvey’s arrest, or long he has been employed at the sheriff’s office.
The FBI is conducting the investigation, which is ongoing.
