New Orleans police officer Marcellus White's sexual abuse of underage boys was "pervasive" and "spanned over years," a warrant for his arrest says.
The New Orleans Police Department placed White, 46, on emergency suspension after his Sept. 23 arrest stemming from the allegation that he raped a 14-year-old relative. He officially resigned from the department on Monday (Nov. 21), police said, the same day as more than a dozen new sex crimes charges involving three more victims were levied against him.
The warrant detailing the new allegations refers to victims who were between 10 and 15 years old at the time they say they were molested and in some cases raped or kidnapped. The sexual abuse occurred over a span of at least 16 years, the warrant says.
An order forbidding White from contacting any of the three victims was issued Monday.
The warrant, sworn by Sgt. Lawrence Jones of NOPD's sex crimes unit, says White's position as a police officer, a karate instructor, and as the president of the Beta Club, which mentored children, "gave him access to his victims."
The new charges followed an investigation into White by NOPD's Public Integrity Bureau that was launched after the allegations that led to his arrest in September were made.

Officer Marcellus White, a 19-year veteran of the force, apologized in an email to the victim's mother for 'the trust I have violated,' according to court documents.
The warrant says White admitted to engaging in sex acts with all three the victims during interviews with Sgt. Jones and in the presence of his attorney. Bruce Whittaker, a private attorney representing White, declined over the phone Tuesday (Nov. 22) to comment on the case.
One of the young men, referred to as Victim 4, who was 10 when he said White began raping him, told authorities he was scared of White "because he was a well-known police officer." Records say the victim is currently under age 20.
White, whose most recent assignment was policing NOPD's 2nd District, Uptown, is currently being held at the Orleans Justice Center on a more than $2 million bond.
All three of the alleged victims referenced in the Nov. 21 warrant told authorities they knew White because they were members of the Beta Club. White served as president of the Beta Club on behalf of his fraternity, Phi Beta Sigma.
The new charges include five new rape charges as well as two counts of sexual battery, two counts of oral sexual battery, two counts of molestation of a juvenile, two counts of indecent behavior with a juvenile and one count each of simple kidnapping, false imprisonment and possession of a firearm with an obliterated serial number, court records show.
He was previously charged with second-degree rape, molestation of a juvenile, and indecent behavior with a juvenile relative.
Alleged abuse of Victim 2, detailed in Monday's warrant, dates to 2000 when he was 11. The initial allegations involving the relative, now 15, that led to White's arrest in September stem from incidents alleged to have occurred as recently as March or April of this year.
During one admission involving Victim 3, after telling Sgt. Jones he put his hands inside the boxer shorts of the 14-year-old boy as the teen slept, White told the NOPD investigator, "Curiosity, that's mainly all it was," according to the warrant.
Victim 4
Accusations involving Victim 4 led to one count of first-degree rape, four counts of second-degree rape, one count of simple kidnapping and two counts of oral sexual battery.
The victim said the alleged abuse began when White raped him at age 10 at White's residence in Slidell and when he was 11 until he was 15 at White's residence in Algiers and at the boy's residence, the warrant says. The abuse ended when he left the Beta Club and stopped seeing White, the warrant says.
The warrant says White admitted that he "engaged in sex with the victim, 'Maybe three or four times.'" White estimated the boy was 14 or 15 at the time, the warrant says.
Victim 3
Accusations involving Victim 3 led to one count of sexual battery, one count of indecent behavior with juveniles and one count of molestation of a juvenile.
White admitted, the warrant says, that the abuse of Victim 3 occurred as the then-14-year-old boy was sleeping on the living room couch at White's residence in Algiers. White told investigators, "It was just the touching that was all."
Victim 2
Accusations involving Victim 2 led to one count of sexual battery, one count of indecent behavior with juveniles, one count of molestation of a juvenile and one count of false imprisonment.
Victim 2 was 11 years old when he said the abuse occurred in 2000, the warrant says. The victim, who is now younger than 30, was interviewed Oct. 12 by FBI agents because he lives out of state.
He told police he was leaving a friend's house near the Iberville Housing Project and planned to walk home when White offered him a ride in his unmarked, gray Ford Taurus police car. The man told investigators he initially declined the ride because his home was less than a mile away but White "insisted," and contacted a family member to ask to bring Victim 2 home.
Victim 2 told agents he accepted the ride, and then White pulled over in a grocery store parking lot. He said White demanded that the boy expose himself. White put his hand on the lock button, the warrant says. The victim then exposed himself, the warrant says, because he felt it was the only way to get out the car. When white attempted to touch him, the victim pulled up his pants and jumped out the car.
Gun charge
In addition to the sex crimes and related charges, White faces a new charge of possession of a firearm with a destroyed serial number.
The warrant says investigators got a search warrant to go through White's locker in the 2nd District, where they found a black "police bag" containing a handgun with an obliterated serial number.
"White said received the gun from a citizen in 2007, and he placed it in his bag and forgot about it," the warrant says.
Records show White was previously assigned to NOPD's Fiscal Management department.

At one point, the karate classes expanded into the Lafitte development, according to a 2002 The Times-Picayune brief about an academy event.
According to a 2001 The Times-Picayune feature on White, he spent three nights a week at an Iberville area community center, teaching karate classes to about 40 neighborhood children.
"To dozens of children in the Iberville development, "he is 'Sensei Mark,' their karate teacher, mentor, role model and friend," the article stated.

Marcellus White, the former New Orleans police officer and youth karate instructor once accused of more than a dozen sex crimes against young boys, was sentenced to 25 years in prison Monday (Oct. 30) as part of a plea agreement.
White, 46, resolved his case by pleading guilty to five counts of sexual battery against victims under the age 13. Criminal District Judge Tracey Flemings-Davillier accepted the guilty plea, which she noted also includes lifetime registration as a sex offender.
"What you have done is reprehensible," the judge told White. "If it was up to me, you would stay in jail for life."
White, 46, was arrested in September 2016 after a teen male relative reported being raped at the 19-year veteran police officer's Algiers apartment in March or early April 2016, when he was 14. White was booked with felony counts of second-degree rape, molestation of a juvenile and indecent behavior with a juvenile. The NOPD placed White on emergency administrative suspension from his duty patrolling the 2nd District in Uptown.
After White's arrest, more victims came forward, including several alleging that White sexually abused them while serving as "Sensei Mark," teaching martial arts at the Iberville Scorpions Karate Academy he helped found in 1998 and other locations.
White was rebooked last Nov. 21 with more than a dozen additional allegations, including a first-degree rape count that would carry a mandatory life sentence and five counts of second-degree rape each punishable by up to 40 years. White resigned from the NOPD that day.
Under terms of the plea agreement, Flemings-Davillier sentenced White to 25 years on each of the five counts, with the sentences to be served concurrently.
"This court has agreed to this plea agreement, at the request of the state and defense counsel, so as to spare the victims and their families the ordeal of a trial," Flemings-Davillier said. "But I think it's pretty reprehensible that there was any type of plea agreement in this case. Nevertheless, I have accepted this plea and I hope you will take this time to repent for your sins."
