Cabot Taekwondo Instructor Charged With 2nd Sex Assault On Student

CABOT, AR -- The owner of a Taekwondo studio in Lonoke County was behind bars Tuesday charged with sexually assaulting one of his young male students.
38-year-old William Steven Cossey is the owner and instructor at the Emerald Dragon studio in Cabot.
Last Friday, Lonoke Sheriff's Investigators say he was at a gas station outside the city with one of his students when a clerk noticed something was wrong.
"She advised that she had witnessed what she deemed to be inappropriate activity with a child," said Lonoke County Sheriff John Staley.
When deputies looked at surveillance video from the store, they deemed it to be inappropriate as well.
Cossey was arrested Monday and charged with sexual assault, but because the investigation is ongoing deputies won't provide details on the case.
Shockingly, this is not the first time Cossey has been accused of this kind of crime.
In September of 2012 he was arrested on two counts of sexual assault on another underage age male student at Emerald Dragon.
Cossey had been let out on bond to await trial set for June 17th.
"It is frustrating, but you're innocent until proven guilty," Sheriff Staley said.
Stipulations of Cossey's pretrial release said he was not to have contact with his alleged victim in the first case. But nothing stopped him from continuing to operate the studio where kids attend.
Now, the sheriff's office is looking for more possible victims.
"If there's any other victims, any other suspicious actions... contact us," Sheriff Staley said.
Lonoke County Prosecutor Chuck Graham said his office did not ask the judge for Cossey to be barred from his business after the first case because he was not a registered sex offender and had not been convicted of a crime.
Now Graham says he'll ask the judge to revoke Cossey's bond.
At the Emerald Dragon Dojang on Tuesday afternoon a man who identified himself as one of Cossey's students said he was shocked to hear the accusations against his instructor and said he had no idea about the previous sex assault case.

On May 20, further investigation led to the arrest of Cossey for second degree sexual assault.
Kulesa says Cossey was currently on bond for a prior offense. He is currently being held without bond at the Lonoke County Detention Facility.
Sheriff John Staley related this is an on-going investigation and further interviews are pending.
