“Your lies and manipulation are why we are all here today,” the mother of one of three boys Drake was convicted of molesting said, reading from a statement and struggling to control her emotion. “You chose at some point in your life not to get the help you needed. You chose this dark path. You are an evil person and prison is what you deserve.”
Drake, a former tae kwon do champion who used his martial arts abilities to lure his victims during training camps and other activities, pleaded guilty to three felony counts: two of statutory sex offense and one of indecent liberties with a child, all against boys who were between 13 and 15 when they were molested between 2009 and 2013.
He will face 16 to 21 years in prison and be subject to satellite-based monitoring for 51 months after he is released. Upon release, he will also have to register as a sex offender for 30 years.
Drake, in an orange Craven County Jail jumpsuit, was calm as he stood before the judge but showed some emotion as he apologized to his family and those of the victims. “I’m sorry for my actions,” he said. “I’m sorry that I hurt them. They did not deserve anything. They did not deserve any of this.”
Drake had been an assistant coach in the Epiphany School basketball program and also taught tae kwon do at the Twin Rivers YMCA prior to his arrest. The District Attorney’s Office has said that he did not molest any boys while teaching in those posts, although the Craven County Sheriff’s Department first arrested him at the YMCA in February 2014.
“Law enforcement originally received reports of underage drinking at a residence owned by Drake’s mother,” District Attorney Scott Thomas stated. Capt. John Whitfield of the sheriff’s department questioned the child who had reported it. “The interview made it apparent there was more going on,” Thomas said.
He was initially charged with sex offenses against two boys; then in April 2014, charges were filed involving a third victim.
According to earlier statements by Sheriff Jerry Monette, at least one victim had been taken outside of the country where he performed sex acts on him; at least one sexual relationship with a victim went on for several years.
Thomas said there were other possible victims, but the families decided not to come forward because they were happy with the plea deal that was reached.
“We went over the deal with the victims and their families,” he said of the three victims. “We would not have moved forward without their agreement.”

“One year, nine months and 11 days our family has grieved,” one said, referring to the time passing from the crime’s revelations until Drake’s sentencing. “The day is here we’ve all hoped and prayed for.”

Sheriff: Sex offense suspect took at least 1 victim outside U.S.
CRAVEN COUNTY -
A Craven County taekwondo instructor, accused of sex crimes against underage boys, committed a sex act outside the U.S. with at least one of the victims, investigators said.
Craven County Sheriff Jerry Monette told NewsChannel 12 Wednesday that 29-year-old Charles Phillip Drake, of River Bend, engaged in sex acts with two boys who were 14 years old when the crimes began. One of the relationships went on for years, Monette said.
"[Drake] developed social acquaintances with the family members. Then once they began feeling comfortable with him, as far as allowing their children to be with him without supervision, [that was when the incidents occurred]," Monette said.
According to Monette, Drake met both victims through taekwondo. He took at least one victim outside the U.S., where they performed a sex act, Monette said. The FBI may become involved in this case, although they have not as of yet, said Monette.
"[The victims'] families are very traumatized, the children are traumatized," Monette told NewsChannel 12.
There could have been up to eight victims, although deputies have only confirmed two so far, Monette added.
A grand jury has indicted Drake on two counts of statutory rape / sex offense with a person younger than 16, according to indictment documents. He remains in the Craven County Jail after his arrest on Feb. 16.
Drake was an instructor with Asian Taekwondo, which contracts out the Twin Rivers YMCA's aerobics room. But Drake was not a YMCA employee.
The alleged sex crimes did not take place at the YMCA, deputies had said. It's unclear whether Drake met his victims through his taekwondo work at the YMCA or through his private taekwondo coaching sessions, according to an investigator.
Drake was also an assistant boys varsity basketball coach at The Epiphany School in New Bern until the season ended early this year, according to Headmaster David Wang. Drake is no longer employed at The Epiphany School and none of its students were victims, Wang told NewsChannel 12. There is no evidence that Drake met any victims through that coaching job either, an investigator said.
Deputies said the investigation began when they received a complaint of underage kids drinking at a Craven County home.
But investigators said they later learned from some of the children that there were "more to it than drinking."
Three teens told NewsChannel 12 that Drake did give them alcohol at parties he had hosted. But those teens said Drake did not commit sex crimes.

Charles Phillip Drake, 29, of River Bend, was indicted by a grand jury Monday on a second count of statutory rape / sex offense with a person younger than 16, according to indictment documents. He was served with the indictment on Tuesday and remains in the Craven County Jail.
The indictment states the sex crime associated with the new charge occurred between December 2010 and November 2013. The alleged victim was between 13 and 15 years old, the documents show.
No other details on the latest charge have been released.
Drake was previously charged in February with sex offense against a child because he allegedly engaged in a sexual act with a 14-year-old boy some time between May 1, 2012 and Nov. 30, 2013, according to warrants from the Craven County Sheriff's Office.

Those same teens believe Drake is innocent of the sex act he is accused of committing against a 14-year-old boy.
"I probably met him when I was about 14, playing basketball at the [New Bern YMCA]," said a 19-year-old male who says Drake usually hosted gatherings once a month. The teen asked not to be identified.
"Sometimes we'd just watch movies [at the parties], sometimes we'd play beer pong," the teen said.
But the teen believes Drake is innocent.
"I don't think he would do it," he said.
NewsChannel 12 spoke with two other teenagers who echoed those sentiments.
A judge on Wednesday reduced the bond for Drake, a onetime taekwondo instructor and former assistant boys basketball coach at the Epiphany School in New Bern.
The lawyer for the 29-year-old Drake appeared in court in New Bern on Drake's behalf. The judge lowered Drake's bond from $500,000 to $300,000. His next court appearance is scheduled for March 12.

Drake made his first court appearance on Monday is being held under a $500,000 bond, said deputies.

A Craven County taekwondo instructor has been indicted this week for allegedly committing a sex crime against a third boy.

According to the Craven County Sheriff's Office, Charles Phillip Drake, 29, of River Bend, was indicted Monday with indecent liberties with a minor. The indictment is in reference to a different child victim than the other two boys he's accused of committing sex crimes against, the Sheriff's Office stated.
The victim in the latest indictment was younger than 16 when the crime happened, but an exact age was not listed. The alleged crime happened some time between June 14, 2009 to June 14 2012, indictment documents show.
Drake continues to be jailed under a $500,000 bond. His next court appearance on the new charge is scheduled for April 22.
No other details have been released on the latest indictment. The investigation is ongoing.
PRIOR TWO INDICTMENTS:
Drake was first arrested on Feb. 16 and charged with sex offense against a child for allegedly engaging in a sex act with a 14-year-old boy, the Sheriff's Office said. Warrants showed that the crime happened some time between May 1, 2012 and Nov. 30, 2013.
Drake was then indicted in March with another count of statutory rape / sex offense against a person younger than 16., indictment documents showed. The sex crime associated with that charge occurred between December 2010 and November 2013, according to the documents. That victim was also a 14-year-old boy at the time of the crime, investigators said.
One of the relationships went on for years, , said Sheriff Jerry Monette.
"[Drake] developed social acquaintances with the family members. Then once they began feeling comfortable with him, as far as allowing their children to be with him without supervision, [that was when the incidents occurred]," Monette told NewsChannel 12 in March.
According to Monette, Drake met the 14-year-old boys through taekwondo. He took at least one victim outside the U.S., where they performed a sex act, Monette said. The FBI may become involved in this case, said Monette.
"[The victims'] families are very traumatized, the children are traumatized," Monette said.
Although Drake has now officially been indicted for allegedly committing sex crimes against three minors, there could have been up to eight victims, Monette said in a previous interview.
Drake was an instructor with Asian Taekwondo, which contracts out the Twin Rivers YMCA's aerobics room. But Drake was not a YMCA employee.
The alleged sex crimes did not take place at the YMCA, deputies had said.
It's unclear whether Drake met his victims through his taekwondo work at the YMCA or through his private taekwondo coaching sessions, according to an investigator.
Drake was also an assistant boys varsity basketball coach at The Epiphany School in New Bern until the season ended early this year, according to Headmaster David Wang.
Drake is no longer employed at The Epiphany School and none of its students were victims, Wang told NewsChannel 12. There is no evidence that Drake met any victims through that coaching job either, an investigator said.
Deputies said the investigation first began when they received a complaint of underage kids drinking at a Craven County home.
But investigators said they later learned from some of the children that there were "more to it than drinking."
Three teens told NewsChannel 12 that Drake did give them alcohol at parties he had hosted. But those teens said Drake did not commit sex crimes.
